he said that this session will mark the start of a new phase of the history of the joint Arab action, thebasis of solidarity and the rejection of division and achieve national reconciliation and bring anatmosphere of serenity and harmony on the Arab - Arab relations, in pursuit of the targets established for which the Arab League. 
He called for strengthening cooperation with regional and international gatherings, and theconsolidation of Arab States relations with the surroundings, and attention to area of Arab neighbors, particularly the African group of nations gathered by the Arab world shared aspirations to build astrategic partnership capable of lifting challenges. 
from for his part, Secretary General of the Arab League , Ahmed Aboul Gheit underlined that the reform and development of the Arab League , occupies the utmost importance in this period in which the Arab and the surrounding region is witnessing major shifts and dramatic challenges require the renewal ofworking methods and the completion of all projects aimed at improving the mechanisms and structures of the joint Arab action. 
He added that the Palestinian issue remained throughout the past decades and will continue to be thecentral issue of the Arab nation, and occupies the highest priority in the joint Arab action agenda, stressing that the Israeli occupation of the Palestinian territories and Arab territories is a threat to Arab national security. 
He pointed to the existence of direct threats to the Arab regional security resulting from the Syrian crisis and developments the situation in Iraq, Yemen and Libya , which requires prompt and serious moves to find a political solution that would restore security and stability to these countries.
